Allow Refunds without Credit when ameliaTicket is enabled

Refunds can now be done without available credit on the booking. The system will identify all refundable documents to cover the refund, and if this is not enough, only the refundable amount is credited. This can be useful if the passenger would like to pay later, using a different payment method.
