IBE - Support Infant Passenger Fares

Infant Passenger Fares are now supported in ameliaRES. This type of Fare allows you to charge for carriage of the infant while not applying other fees/charges (such as Airport Improvement Fees or Security charges), since infants typically do not occupy a seat.
