APIS - Send flight and reservation cancellation messages

The system will now send a flight cancellation message when a flight is cancelled in flight watch or flight scheduling. It also supports sending a reservation cancellation message when a journey is cancelled by Cancel Segment function.

DocumentID = XF if a flight is canceled.

DocumentID = XR if a journey is canceled.
