Set Original Issue (IFT) when doing an ameliaTicket exchange

This feature adds the ability to document more information when doing an ameliaTicket exchange. It will create a link on the new ticket that has important information on the previous ticket that was used for the exchange.

NOTE: This feature will be enabled automatically for all clients in this release.
