Separate Charge definition for No-show and Cancellation charges

Currently, ameliaRes uses the same charge definition for cancellation and no-show cancellation fee. This is causing issues when issuing EMD-S as each charge type has a different RFISC. After this release, a separate charge type for No-show will be defined in the Charges Type screen. This charge won't be included in the list for Markup and Commissions. 

NOTE: This feature will be enabled automatically for all clients in this release.
