Ability to restrict active sessions per user (agent)

The number of concurrent active IBE sessions by user/agent can now be set, as can the timeout value (time in minutes before which a session is considered idle). After this timeout, if the user resumes activity, we attempt to renew the session - if that fails (for any reason), the user will be asked to login/authenticate again.
