Flight Management - Delete based on Permission

The Delete function in Flight Management (Routes and Flights) is controlled by a new Permission: Flight Operations -> Flight Scheduling -> Flight and Route - Delete.

This allows Groups/Users to edit Routes and Flights as needed, without the ability to Delete them. This permission can be granted to Groups/Users who need to perform that function.
