Split Canx/Mod Override Business Rule

The application of passenger/itinerary modification and cancellation charges was previously controlled by BR 292, which has these possible values:

• P - If no payment has been made, mod/canx fees are NOT applied.

• T - If any/all payments are refunded (balance is zero), mod/canx fees are NOT applied.

• A - Always apply mod/canx fees (even if no payment has been made).

These have now been split - BR 292 controls cancellation fees, BR 682 controls modification fees, and BR 683 controls pax name change fees. The possible values for all three are the same as described above (P, T, A).
