Only allow fare upgrade within the same or higher fare family

Currently, with the fare upgrade feature, when passengers change their flights, they are required to upgrade to a fare of an equal or higher booking code (RBD). An enhancement has been made so that the upgrade rule also take fare family ranking into account. Passengers are only allowed to upgrade to a fare of an equal or higher fare family.
