Web report improvement

A new permission called 'All Agencies Access' has been added to the system. Without this permission, any user running the following reports will only see data for the agency they belong to:

1. Company Account Details
2. Markup Commissions
3. Passenger Status
4. Agency Payments
5. Company Payments

With this improvement, the reports can now be used not only by airlines but also their agencies. The recommended setting is granting the permission to corporate users only so that airlines can see data for all agencies while each agency only see their own data.
