Provide manual handling for SSR NN/SS requests when inventory is not enough

Ancillary items could be configured so that when a shop item request from GDS fails because the inventory is not enough, the request will be queued in Alerts for manual handling.

When an SSR request is queued due to inventory, the system will respond to the GDS agent using advise code NO and a short reason.

An alert record will be generated allowing the airline to review the request later.
