RBDs in outbound SSM based on the RBDs in flight allocation

Currently, the RBD's included in outbound SSM messages are not based on the actual RBD's in the flight allocation. Going forward, RBD's for outbound SSM will include only those RBD's that are in flight allocation and are visible to the GDS.
