Automatic Sending of SSM

When enabled, this feature will automatically send SSM messages (Standard Schedules Message) when routes are created, deleted, split, or updated.  SSM messages will also be sent on activation and deactivation of routes.

SSMs are only sent for Scheduled route types.  All flights must be associated with a route for this feature to work properly.
