Issue amelia EMD for GDS bookings from the Web (IBE)

The system can now issue amelia EMDs for GDS bookings when passengers buy ancillary items or select seats from the Web. 

NOTE: This feature will be automatically enabled if a client has the same feature enabled on the Application.
