Alphanumeric Locator Number (Phase 1)

We are changing amelia to support 6-character alphanumeric reservation numbers (an IATA standard). In phase 1, this support is being added into ameliaRES and the IBE. This will be disabled at first, and support for the existing numeric-only reservation numbers will remain.

Support for this will be extended to the remaining areas of the RES suite in future releases.
